Ephram Glass

Ephram is originally from New York City and moved to Roxborough in 2014. As the Chatfield Farms 1A HOA vice president and the Roxborough Village Metro District president, Ephram has been involved in the local community to address safety issues and improve services while keeping costs low. As someone who has been in the utility industry for two decades and who studied water and wastewater treatment at Princeton University, Ephram has the requisite background to find innovative ways to improve the Roxborough Water & Sanitation District. As president of the Roxborough Village Metro District, he championed the effort to build the greenhouse by the Roxborough Intermediate School to grow locally native plants for district landscaping, habitat restoration, and turf-removal projects with the goal of cutting water usage and costs.

Roxborough Water & Sanitation District has one of the highest water rates in Douglas County with much of the cost paid through fixed rates and property taxes rather than water usage rates. This rate breakdown provides little incentive to conserve water. If elected, it is Ephram’s goal to ensure high water users pay their fair share and to reduce the fixed costs for low water users. He will also aim to expand on the work he has done with the Roxborough Village Metro District greenhouse and supply low cost, native plants and landscape plans to district residents. Another major goal for Ephram is to reduce the sediment causing brown water in Roxborough and to reduce or eliminate the wasteful efforts to flush the sediment out of the pipes each spring. As a Roxborough Water & Sanitation District director, Ephram will continue to be an advocate for Roxborough as he did when he compelled Dominion Water to stop the stench at the Roxborough Marketplace that came from Sterling Ranch’s sewage.
