About the Board of Directors

Roxborough Water & Sanitation District is governed by a publicly elected Board of Directors that provides oversight, sets policy, and ensures the District operates in a transparent, responsible, and financially sound manner. The Board establishes rates, approves budgets, and guides long-term planning to protect the reliability and quality of water and sanitation services for our community. District staff carry out daily operations and projects in accordance with Board direction, state regulations, and District standards. We encourage residents and customers to stay informed, attend public meetings, and participate in the decision-making process that helps shape our District’s future.

Board members are required to be property owners within the District and must be registered voters in Douglas County. Board members are elected by the District’s electorate. Board members may serve two consecutive four-year terms.

Board meetings are held the third Wednesday of every month at 8am in the conference room at the District office unless otherwise specified.

Mike Marcum, General Manager

Mike Marcum has been an integral part of the District’s operations since 2001. Starting as an entry-level operator, he soon worked his way up to become the Operator of Responsible Charge and eventually the Director of Operations. In October 2023, he was promoted to the position of General Manager. During his tenure, Mike played an operational role in the development of the Larry D. Moore Water Treatment Plant and the Wastewater Regionalization Project. His academic achievements include graduating with honors through Phi Theta Kappa with an Associate Degree in Water Quality Management. He holds Class A water and wastewater certifications, as well as Class 4 collections and distribution certifications. Additionally, he successfully completed multiple years of the Special District Associations’ Leadership Program. When he’s not working, Mike enjoys spending time with his wife, Melisa, and their two children, Skylar and Ian. Together, they like to travel and go on camping expeditions with their two rescue dogs, Monster and Yogi.

Loren McFall, President

Loren McFall is a proud Colorado native and has lived in Roxborough Park for over two decades. After 21 years as a Senior Systems Engineer for Lockheed Martin, he pursued farming and ranching in Northern Colorado for the better part of 20 years. McFall ran a 250-head cow-calf operation, as well as farming 400 acres of irrigated land. As the owner of North Poudre water shares, he learned the intricacies of delivering water to ranches, farms, and cities. In retirement from farming, he turned to banking and real estate, further educating himself in the area of Colorado Water Laws, allocations, and the buying and selling of water rights. Education: Colorado State University – Bachelor’s degree in Agricultural Business Colorado State University – Bachelor’s degree in Business Administration Rensselaer Polytechnic Institute – Master’s degree in Business Management

Dave Bane, Vice President

Dave is a fourth-generation Colorado native and graduated from Colorado State University with a Bachelor of Science degree in Business Administration. While now retired, Dave was a System’s Administrator for Jefferson County Public Schools and served 24 years as President of the Lakehurst Water and Sanitation District in Littleton, CO. He has been a resident of Roxborough Park for decades and served on the Roxborough Water & Sanitation District Board (Board) from 2008 to 2016, leaving as its President. He was elected in 2020 to serve on the Board for another term and again in 2023. He is married to Vickie Bane, father of two adult boys, and five grandkids.

Kim DeGrande, Assistant Secretary

Kim DeGrande has proudly called Roxborough Park home for 33 years. She has been married to her husband Rick for 42 years, and they have 3 children and 5 grandchildren, who have all been raised in Roxborough. As a dedicated community member, she has played a vital role in organizing and leading local events such as the Annual Roxborough Music Festival, Easter Egg Hunt, 4th of July Bike Parade, Breakfast with Santa, Community Game Nights, and Flourishing in Roxborough for senior resources. She also founded the 80125 Business Network, fostering connections among local businesses.
